Labour hire licensing in Australia is governed at the state level, and requirements vary significantly between jurisdictions. Operating without the correct licence exposes both the provider and the host employer to substantial penalties. HBG holds current labour hire licences in New South Wales, Queensland, Victoria, and Western Australia, as well as an ACT licence for work in the Australian Capital Territory. We also operate in New Zealand under local employment law.
Every worker supplied by HBG is covered by $20 million public liability insurance, workers compensation insurance in the relevant state, and professional indemnity coverage. We carry current certificates of currency for all policies and provide them to clients on request. Our WorkCover premiums are managed proactively through strong safety systems and injury management protocols, which means lower risk for your projects and consistent coverage you can rely on.
All workers are employed directly by Harrison Barratt Group under standard employment agreements. This means HBG is responsible for all employer obligations including PAYG withholding, superannuation guarantee contributions at the current rate, payroll tax in each state, portable long service leave levies where applicable, and all leave entitlements under the relevant Modern Award. Host employers receive the benefit of a fully compliant workforce without taking on any of the legal, financial, or administrative burden of being the employer of record.
Our compliance team conducts regular audits of worker documentation, including white card validity, high-risk work licence currency, trade qualifications, right-to-work verification, and site-specific induction records. Expired or non-compliant documents are flagged automatically, and affected workers are stood down until documentation is current. How quickly can you deploy workers to my site?
In most cases, we can have workers on your site within 24 hours of receiving a confirmed brief. For standard trades and general labourers in metro areas like Sydney, Brisbane, Melbourne, and Perth, same-day deployment is often possible if the request is received before midday. More specialist roles — such as licensed riggers, crane operators, or shot firers — may require 48 to 72 hours depending on availability and location. Our 24/7 operations team manages urgent and after-hours requests, so you are never left waiting if a no-show occurs or project requirements change overnight.
What Modern Awards do your workers fall under, and how are rates determined?
The majority of our labour hire workers are covered by the Building and Construction General On-site Award (MA000020), the Manufacturing and Associated Industries and Occupations Award, or the Warehousing Industry General Award, depending on the industry and role. Charge rates are calculated based on the applicable award classification, including base hourly rates, casual loading at 25 percent, any applicable site allowances such as multi-storey, confined space, or first aid, plus penalty rates for overtime, weekends, and public holidays. We provide transparent rate breakdowns so you know exactly what you are paying for.
What tickets and licences do your workers hold?
All workers hold a valid General Construction Induction Card (white card) as a minimum requirement. Depending on the role, workers also hold high-risk work licences issued by the relevant state regulator — including rigging, scaffolding, dogging, crane operation, forklift, elevated work platform, and reach stacker licences. Trade-qualified workers hold the relevant Certificate III or equivalent trade qualification. We verify all licences against state regulator databases before deployment and maintain copies in our compliance management system. Workers with expired or unverifiable credentials are not deployed under any circumstances.
What insurance coverage do you carry, and does it cover host employer liability?
Harrison Barratt Group maintains $20 million public liability insurance, workers compensation insurance in every state we operate in, and professional indemnity coverage. Because all workers are HBG employees — not subcontractors or independent contractors — workers compensation claims are managed through our policy, not yours. This structure significantly reduces the host employer's exposure to common law claims. We provide certificates of currency on request and can arrange for your organisation to be noted as an interested party on our policies if required by your insurer or principal contractor.
How does payroll and invoicing work for labour hire workers?
All labour hire workers are paid through our JWHB-powered managed payroll platform. Workers submit digital timesheets which are sent to your nominated approver for sign-off. Once approved, pay runs are processed and workers are paid weekly. You receive a consolidated invoice for all approved hours, broken down by worker, site, and cost centre. Invoices are issued same-day after timesheet approval and include full breakdowns of hours, rates, allowances, and any applicable penalties. There are no hidden charges — what you see on the rate card is what you pay.
Is there a minimum booking period or minimum hours requirement?
There is no minimum contract term — you can engage labour hire workers for a single day or for the duration of a multi-year project. Casual employees under the Building and Construction General On-site Award are entitled to a minimum engagement of four hours per shift, which is reflected in our charge rates. Beyond that minimum engagement, you only pay for hours worked. We do not charge cancellation fees provided we receive reasonable notice — typically before 6am on the day of the booking. This flexibility is one of the key advantages of labour hire over direct employment for project-based work.
Can I convert a labour hire worker to permanent employment?
Yes, and many of our clients do. If a labour hire worker performs well on your site and you want to offer them a permanent role, we facilitate a temp-to-perm conversion. A transfer fee applies, which is typically based on the worker's tenure with HBG on your site — the longer they have been placed, the lower the fee. This arrangement lets you effectively trial a worker in your environment before committing to a permanent hire, reducing the risk of a bad recruitment decision.
